On 13th March 2025, diplomats, government officials, and business leaders convened at Uganda Business Facilitation Centre to champion reforms, strengthen global partnerships, and promote Uganda as a top investment destination.
On 12th March 2025, at the Uganda Business Facilitation Center in Kololo, the Registrar General and the Presidential Adviser on Creatives discussed boosting creative sector monetization through improved stakeholder coordination and URSB reforms ahead of World Intellectual Property Day.


URSB Collaborates with Music Publishers to Overcome Copyright Challenges
The Uganda Registration Services Bureau (URSB), through its Department of Copyright and Neighboring Rights, recently held a consultative meeting with music publishers to discuss pressing concerns regarding copyright protection in the rapidly evolving digital music industry.
The meeting took place at the Uganda Business Facilitation Center (UBFC) and was chaired by Assistant Commissioner Tumwine William. The meeting was attended by stakeholders from the Uganda Music Publishers group to explore how technological advancements have outpaced traditional music distribution methods.
Publishers highlighted difficulties in transitioning from older formats, such as cassette tapes, to digital platforms like flash drives, streaming services, and social media.
They also raised concerns about musicians selling the same songs to multiple parties, which complicates rights management and fair compensation. Additionally, many noted that high Gazette fees limit their ability to register albums. There were widespread concerns about a lack of tools and knowledge necessary to protect their works in the modern landscape.
To address these issues, they called for clearer systems to prevent unfair practices and to ensure transparency in licensing and music distribution.
In response, Mr. Tumwine noted that the bureau is committed to providing support through capacity building, legal guidance, and improved access to copyright services.
“As technology evolves, we must ensure that our music publishers are not left behind,” said Mr. Tumwine. “URSB is dedicated to strengthening copyright protection and helping creatives understand their rights and responsibilities.”
