URSB Strengthens Dispute Resolution Capacity through ADR Training

The Uganda Registration Services Bureau (URSB) on Thursday, 11th June 2026, conducted a specialised training workshop on Alternative Dispute Resolution (ADR) for senior management and legal staff to strengthen the Bureau’s capacity in handling disputes arising from its expanding quasi-judicial mandate.

The hybrid training held at the Uganda Business Facilitation Centre (UBFC) Auditorium brought together experts who equipped URSB officers with practical skills in managing disputes through alternative mechanisms. The training was informed by URSB’s growing role beyond business registration, as the Bureau administers over 20 laws covering areas such as business registration, intellectual property, insolvency, receivership, and movable property security interests.

Registrar General Ms. Mercy K. Kainobwisho noted that ADR skills are essential to the Bureau’s daily work, as Registrars make decisions with significant legal and commercial implications for businesses and citizens. She emphasized that ADR provides better tools for making informed and effective decisions.

Participants were introduced to key ADR principles, including negotiation, conciliation, mediation, and arbitration by Hon. Justice Geoffrey Kiryabwire, Justice of the Court of Appeal and Constitutional Court of Uganda, and Fellow of the Uganda Arbitration Association.

Dr. Henry Onoria, General Counsel at ALP East Africa, focused on negotiation and conciliation approaches that can support Registrar-led dispute resolution.

Ms. Barbara Kilei, Country Manager at IDLO Uganda, addressed arbitration clauses in disputes before URSB, guiding participants on handling cases involving arbitration agreements, preliminary objections, and execution of arbitral awards.

The training is expected to enhance URSB’s dispute management processes and improve service delivery.
