UGANDA URGES WIPO TO MAKE INTELLECTUAL PROPERTY MORE ACCESSIBLE TO GRASSROOTS INNOVATORS
Uganda is participating in the 68th Session of the Assemblies of the Member States of the World Intellectual Property Organisation (WIPO), taking place in Geneva, Switzerland, from 7th to 16th July 2026.
The Uganda Delegation is led by the Minister of Justice and Constitutional Affairs, Hon. Norbert Mao. The Delegation comprises H.E. Marcel Robert Tibaleka, Permanent Representative of Uganda to the United Nations Office and other International Organisations in Geneva; Mr. Mustapher Ntale, Deputy Registrar General – Registries, Uganda Registration Services Bureau (URSB); and Mr. James Tonny Lubwama, Assistant Commissioner Registration Services, URSB.
In his address to the Assembly, Hon. Norbert Mao emphasised the need for the global intellectual property (IP) ecosystem to become more accessible, practical, and responsive to the needs of ordinary citizens.
He called upon WIPO and IP stakeholders to bridge the gap between complex IP concepts and their practical application by transforming technical knowledge and tools into simple, user- friendly solutions that empower innovators, entrepreneurs, creators, and communities.

Using the analogy of a “step- down transformer,” Hon. Mao underscored the responsibility of IP practitioners and policymakers to translate high-level intellectual property frameworks into practical guidance that enables people at the grassroots level to understand, protect, and derive value from their intellectual assets.
He stressed that the ultimate measure of the effectiveness of the intellectual property system is not the sophistication of its legal and technical frameworks, but its capacity to deliver tangible benefits, promote inclusive innovation, and improve livelihoods.
