Board Member Ms. Namwach Speaks Out on Copyright Governance at Copyright Seminar

The Uganda Registration Services Bureau has made significant strides in its advancements in Copyright Governance, intending to address pressing issues in the creative sector.

Ms. Tereza Namwach, board member, emphasized this while representing Board Chair H.E. Ambassador Francis K. Butagira at the Fourth African Regional Seminar on Copyright and Related Rights in the Audio-visual Sector held at Onomo Hotel.

She used the platform to reaffirm URSB’s steadfast support for the legal and administrative frameworks that protect the audio-visual industry.

“This is a timely platform for sharing on copyright governance. We are here to emphasize our commitment to the legal framework and administrative arrangements in the audiovisual industry,” Ms. Namwach said.

She added, “We believe the creative sector will drive Uganda’s global positioning on the continent through the audiovisual works produced locally. We will support these efforts without tiring.”

The Kampala gathering brought together ARIPO, Fundación AISGE, GAVA, WIPO, and URSB, as well as Collective Management Organisations, national copyright offices, among others.

Discussions at the seminar focused on ratifying treaties such as the Kampala Protocol on Voluntary Copyright Registration, the Beijing Treaty on Audio-visual Performances, and the Berne Convention. Participants also reviewed tools like the ARIPO tariff-setting guidelines for CMOs and methods to tackle piracy, digital rights challenges, and low awareness among creators.

Ms. Namwach’s participation underscores URSB’s leadership role in these regional efforts. By amplifying policy commitments and promoting best practices, she says, Uganda is positioning itself as a champion of creative rights in Africa, seeking fair payment, strong laws, and global compliance.
