URSB Puts Creators’ Earnings at the Heart of Copyright Reform

The Uganda Registration Services Bureau (URSB) is calling for stronger copyright administration and greater public awareness to help Ugandan creators protect their work and earn from it.

Acting Registrar General Mr. Mustapher Ntale made the call as the Bureau joined regional and international partners for the Symposium on Copyright and Related Rights Management held at Speke Resort Munyonyo, Kampala, from October 19–21, 2026.

The three-day meeting was organised by URSB, the African Regional Intellectual Property Organization (ARIPO) and the World Intellectual Property Organization (WIPO) under the theme “Empowering Creativity: Harnessing IP for Sustainable Development in Africa.”

“Creativity must be supported by systems that respect ownership, facilitate fair remuneration and enable creators to build sustainable livelihoods,” Mr Ntale said.

He noted that Uganda’s creative sector has considerable potential, but artists, musicians, writers, filmmakers and other rights holders need effective systems to protect their work and benefit when it is used commercially.

The symposium examined practical challenges affecting creators, including piracy, licensing, royalty distribution and the use of creative works in digital markets. Participants also discussed how institutions, businesses and collective management organisations can work together to improve copyright administration.

Mr Ntale emphasised that copyright must work for the people it is meant to protect. By improving administration and awareness, URSB aims to help more creators understand their rights, protect their work and turn their talent into income.
