URSB Contributes Technical Expertise to Dialogue on Intellectual Property and Access to Medicines
The Uganda Registration Services Bureau (URSB) has contributed technical expertise to discussions on strengthening Uganda’s intellectual property (IP) framework to support pharmaceutical innovation and access to essential medicines.
The contribution was made during the National Symposium on Intellectual Property, Pharmaceutical Innovation and Access to Medicines in Uganda, held on September 17–18, 2026, at Marriott Skyz Hotel, Naguru.
The symposium comprised Government institutions, civil society organisations and other stakeholders to examine the role of intellectual property in promoting innovation and access to medicines.
The symposium, organised by a coalition of civil society organisations led by the Centre for Health, Human Rights and Development (CEHURD), focused on a report titled “Strengthening Intellectual Property Legal and Policy Frameworks for Access to Essential Medical Products in Uganda.”
URSB was represented by Assistant Commissioner, Registration Services (Patents and Industrial Designs), Mr. James Tonny Lubwama, who provided technical input on matters within the Bureau’s mandate.

Key discussions included the operationalisation of TRIPS flexibilities, legal and administrative challenges, measures to address evergreening of pharmaceutical patents as Uganda transitions from Least Developed Country status, and proposals on the examination of pharmaceutical patent applications.
Mr. Lubwama also clarified URSB’s mandate in the administration and examination of industrial property rights and provided technical comments on the report’s observations and recommendations.
The engagement enabled URSB to contribute to the wider national dialogue on strengthening the IP system while supporting pharmaceutical innovation and access to essential medicines.
