URSB to Explore Partnership with International Youth Fellowship to Skill Staff on Mindset Change

The Registrar General, Ms. Mercy K. Kainobwisho, on 19th March 2026, hosted Rev. James Kim, Chairperson of the International Youth Fellowship, for discussions on fostering a culture of excellence and innovation within Uganda’s public service, drawing lessons from South Korea’s transformation experience.

The meeting, held at the Uganda Business Facilitation Center (UBFC), was coordinated by Mr. Fred Kagimu, a Board Member at URSB, and was also attended by the Commissioner for ICT and Innovation, Mr. Arthur Kwesiga, and the Acting Principal Communications Officer, Mr. Denis Nabende.

The meeting discussed the power of mindset change as a key driver of excellence in both public and private institutions. The parties agreed to explore areas of collaboration anchored in the South Korean model of public service transformation, which has long been studied as a benchmark for rapid institutional development driven by a shift in national attitude and work ethic.

Mr. Kagimu, who facilitated the engagement, expressed appreciation to the Registrar General for her leadership, describing her as open-minded and consistently willing to consider diverse perspectives. He said he was optimistic that Rev. Kim’s knowledge would be beneficial to URSB, particularly in efforts to encourage a stronger culture of innovation among staff.

In her remarks, Ms. Kainobwisho warmly welcomed Rev. Kim and underscored the relevance of his work to Uganda’s national development agenda. She noted that community mobilisation and mindset change were a key pillar of Government programming, aimed at ensuring that citizens and public servants, fully embrace Government programmes and prioritise the national interest in the discharge of their duties.

Rev. Kim expressed gratitude to both Mr. Kagimu and the Registrar General for the warm reception and the opportunity to share his experiences. He expressed a keen desire to extend his training programme to URSB staff if given the opportunity.
