PS Kasande hails smooth transition of civil registration function to NIRA

The Permanent Secretary of the Ministry of Justice and Constitutional Affairs, Mr. Robert Kasande during a recent handover ceremony expressed pride in the seamless transition of civil registration function from the Uganda Registration Services Bureau (URSB) to the National Identification and Registration Authority (NIRA).

“I stand here very proud to witness such a smooth transition; I don’t want us to take this for granted,” he stated, emphasising that this transition marks the smoothest implementation under the RAPEX (Rationalisation of Government Agencies and Public Expenditure) initiative.

The handover ceremony was held at UBFC, Kololo, Last week and was graced by Permanent Secretaries,
Board chairs, as well as top management of both entities.

Kasande highlighted the collaborative relationship between the Ministry of Justice and URSB, referring to it as an “ally institution.” He noted that despite the challenges often faced in such transitions, including
protectionism, the process has been exceptionally smooth since October last year.

Reflecting on international interactions, Kasande mentioned a recent delegation from Malawi that praised both URSB and Uganda. He also acknowledged that URSB is setting a benchmark for other institutions, with plans for public service evaluations based on efficiency.

Addressing concerns about the future, he reassured stakeholders that the efficiency and effectiveness demonstrated by URSB would continue at NIRA. “I have no doubt in my mind given the team that is just
transitioning,” he affirmed, reinforcing confidence in the new structure.
