URSB moves to engage Local Governments on NIR establishment
The Uganda Registration Services Bureau (URSB) last week kicked off stakeholder regional engagements on the implementation of the Non-Individual Register (NIR). The regional NIR engagements kicked off on Tuesday 5th May at Mount Elgon Hotel in Mbale City.
In Bugisu region, the engagement was held at Mount Elgon Hotel, Mbale, and participants included Chief Administrative Officers (CAO), Commercial Officers and District Community Development Officers from all Local Governments across Bugisu region.
Officiating the engagement, George William Wopuwa the Mbale Resident City Commissioner (RCC) told stakeholders that the establishment of the Non-Individual Register follows the amendment to Section 4 of the Tax Procedures Code (Amendment) Act 2025.


“The Government of Uganda has mandated URSB to establish and maintain a central repository of information relating to all Non-Individual Entities carrying on business in Uganda. This places URSB at the center of efforts to enhance transparency, coordination and access to reliable information” Wopuwa said.
RCC Wopuwa commended URSB’s continued efforts to improve accessibility and efficiency in registration services. He has expressed confidence that the Non-Individual Register will achieve its intended objectives.


The Commissioner, Insolvency and Receivership, Caroline Egesa in her closing remarks, reaffirmed the importance of establishing the Non-Individual Register (NIR) as a transformative tool to strengthen formalisation, improve compliance, and enhance coordination across government systems.
“The journey towards a fully formalised and inclusive economy requires collective effort. We count on your continued support to champion awareness and encourage registration across your respective sectors and communities,” she noted.
