URSB Team Completes WIPO Alternative Dispute Resolution Training
The Uganda Registration Services Bureau has successfully completed specialised training in Alternative Dispute Resolution, equipping IP officers with essential mediation skills for handling intellectual property disputes.
The training, conducted under WIPO’s Committee on Development and Intellectual Property (CDIP), was led by Mr. Paul Kiarie Kaindo, Acting Assistant Executive Director of the Legal and Technical Division at Kenya Copyright Board, where he has worked for a decade.
Acting Registrar General, Ms. Miriam Nabatanzi, emphasised the training’s significance, stating, “The skills gained will be essential as we prepare to pilot the mediation centre. Our collective effort will ensure we meet international standards.”
Mr. Kaindo introduced participants to core mediation principles including voluntariness, confidentiality, and neutrality. Unlike rights-based litigation that focuses on legal entitlements and precedence, interest-based mediation addresses underlying needs and fears of all parties while seeking mutually satisfactory solutions.
The training highlighted Uganda’s legal framework under the Civil Procedure Act (Cap. 21), Sections 59A-59C, which empowers courts to refer civil disputes for mediation. Mr. Kaindo shared Kenya’s successful experience, noting significant growth in IP mediation usage since 2019, particularly during the COVID-19 pandemic in 2020.
The programme aims to build capacity within URSB’s IP division for effective dispute resolution.
