On 12th March 2025, at the Uganda Business Facilitation Center in Kololo, the Registrar General and the Presidential Adviser on Creatives discussed boosting creative sector monetization through improved stakeholder coordination and URSB reforms ahead of World Intellectual Property Day.

Registrar General drives Support for Copyright Bill
The Registrar General of the Uganda Registration Services Bureau, Mercy K. Kainobwisho, last Thursday actively engaged Members of Parliament to highlight the importance of strengthening Uganda’s copyright protection framework during the reading of the Copyright and Neighbouring Rights (Amendment) Bill, 2025, at the Parliament of Uganda.
During the parliamentary session, MS. Kainobwisho interacted with several legislators, explaining the key benefits of the proposed amendments and their potential impact on Uganda’s creative and innovation sectors.
The engagements aimed at building understanding and support among policymakers for reforms that seek to improve protection for creators and rights holders.
The Bill was presented by the Minister of Justice and Constitutional Affairs, Hon. Norbert Mao, with support from the Attorney General, Hon. Kiryowa Kiwanuka, and the Chairperson of the Parliamentary
Committee on Legal and Parliamentary Affairs, Hon. Stephen MugabiBaka.
The proposed amendments are expected to strengthen enforcement of copyright and neighbouring rights, enhance protection for artists, performers, and producers, and promote a fairer environment for Uganda’s growing creative economy.
Through her leadership at URSB, the Registrar General, she has consistently advocated for policies and legal frameworks that safeguard the rights of artists, innovators, and content producers. These efforts are aimed at ensuring that Uganda’s growing creative and innovation sectors thrive within a system that recognises, protects, and rewards originality.
