Ambassador Butagira Rallies Stakeholders to Position Uganda as Best Destination for Business

The Board Chairman H.E. Amb. Francis Butagira has called for collective effort in positioning Uganda as a top global investment hub, as URSB unveiled its five-year Strategic Plan IV (2025/26–2029/30) at the Uganda Business Facilitation Centre in Kololo last Thursday.

Amb. Butagira explained that the new plan is more than a roadmap; it is a transformational agenda aimed at creating a simpler, more competitive business environment that drives inclusive growth.

“This Plan is not just a document, but a practical blueprint to guide URSB over the next five years. It represents our collective commitment to creating a better, simpler, and more competitive business environment that drives Uganda’s sustainable growth,” he said.

Reflecting on the progress made under the previous Strategic Plan III, Amb. Butagira praised URSB’s strides in digitisation, revenue expansion, and strengthening Uganda’s reputation in global compliance frameworks. He pledged the Board’s continued oversight, guidance in the implementation of the new plan.

Strategic Plan IV is anchored in Uganda Vision 2040 and the Fourth National Development Plan, with the bold theme: “Positioning Uganda as the Best Destination for Doing Business.”

Amb. Butagira emphasised that the plan goes beyond formal registration. “It is about enabling Ugandans from all walks of life, the rural farmer, the city innovator, the young graduate with a dream, to be recognised, protected, and empowered to grow,” he noted.
