Board Leadership Steers URSB to Global Quality Recognition
Strong governance and strategic oversight from the Board have played a pivotal role in guiding the Uganda Registration Services Bureau (URSB) to attain the internationally recognized ISO 9001:2015 Quality Management System certification, a milestone that signals a new era for the institution.
According to the Board Chair H.E. Rt. Hon. Amb. Francis Butagira, the achievement reflects deliberate efforts by the Board to institutionalize quality management systems that support efficient and accountable public service delivery.
“As a Board, we deliberately supported the institutionalisation of quality management standards because sustainable excellence requires structured systems, clear processes, and measurable outcomes,” Amb. Butagira said.

The ISO certification follows a rigorous assessment process designed to ensure that institutions align their operations with internationally accepted standards for quality management, efficiency, and continuous improvement.
Amb. Butagira noted that the Board’s strategic focus has been to strengthen governance frameworks and support management in embedding systems that enhance performance and accountability across URSB’s operations.
He added that the certification is not only recognition of the progress made but also an affirmation that URSB is moving in the right direction as a modern and results-driven public institution.
“This certification validates the strategic direction we have taken as a Board. It confirms that URSB is building strong institutional foundations that will enable us to deliver better services to citizens and businesses.”
