URSB Brings Stakeholders Together to Harmonize Copyright Tariffs
The Uganda Registration Services Bureau has taken a major step toward resolving ongoing disputes over copyright tariffs by convening key industry players to harmonize the tariff-setting framework for collective management organizations (CMOs).
The high-level meeting, held on Wednesday, 12 November 2025, at the Uganda Business Facilitation Centre (UBFC), Kololo, brought together representatives from the Uganda Performing Rights Society (UPRS), the National Association of Broadcasters (NAB), the Uganda Federation of the Music Industry (UFMI), and the Uganda Reproduction Rights Organization (URRO), alongside regulatory bodies such as the Uganda Communications Commission (UCC).

The engagement, organized by URSB at the request of NAB, sought to address broadcasters’ concerns over proposed tariffs by UPRS for the use of musical works.
NAB had earlier submitted formal reservations to URSB, prompting the Bureau to mediate and foster dialogue among the parties.
Dr. Anthony Kakooza, an intellectual property specialist, delivered a presentation on international best practices in tariff setting.
After extensive deliberations, stakeholders agreed on key action points aimed at enhancing transparency and collaboration. UPRS committed to sharing its music repertoire with NAB, and all parties pledged to finalize a harmonized tariff framework by December 5, 2025.
The meeting highlighted URSB’s dedication to fostering fairness, accountability, and positive dialogue within Uganda’s copyright ecosystem.
