Registrar General Unveils Bold Five-Year Plan to Drive Innovation and Growth
The Registrar General Ms. Mercy K. Kainobwisho, has unveiled the Bureau’s five-year Strategic Plan IV (2025/26–2029/30), pledging to expand digitalisation, decentralisation, and innovation to transform Uganda’s business environment.
Speaking at the launch last week at the Uganda Business Facilitation Centre (UBFC), Ms. Kainobwisho described the new plan as a roadmap for inclusion and competitiveness. “This Strategic Plan is a story of progress, resilience, and ambition. It is about building an economy where every Ugandan with an idea, whether in the city, urban, or rural centre, can easily turn that idea into a registered, protected, and thriving enterprise,” she said.
Ms. Kainobwisho highlighted the milestones of the previous plan, which saw registrations rise by 21% annually, civil registrations expand by over 200%, and the registration of Uganda’s first Geographical Indication, the Rwenzori Mountains of the Moon Coffee. She also noted that automation has reduced business name registration time to 30 minutes and enabled the full online processing of trademarks and industrial designs.
Despite COVID-19 disruptions, URSB generated UGX 312 billion in Non-Tax Revenue between 2020 and 2025, while strengthening Uganda’s global reputation in compliance, innovation, and intellectual property.
Looking ahead, Ms. Kainobwisho emphasized the importance of partnerships among government, the private sector, and civil society. “Registration is the first step to ownership, recognition, and prosperity. To succeed, we must walk this journey together,” she urged.
The Strategic Plan is anchored in Vision 2040 and the National Development Plan IV, with the bold theme: “Positioning Uganda as the Best Destination for Doing Business.”
