Registrar General Strengthens Ties with UNIDROIT at AALCO Session
The Registrar General, Ms. Mercy K. Kainobwisho, participated in a bilateral meeting on the sidelines with Professor Anna Veneziano, Deputy Secretary General of the International Institute for the Unification of Private Law (UNIDROIT), during the 63rd Session of the Asian-African Legal Consultative Organisation (AALCO) hosted in Kampala from 8–12 September 2025.
The meeting, held on 9th September at Speke Resort Munyonyo, centered on Uganda’s potential membership in UNIDROIT and the country’s adoption of key international legal instruments that can unlock greater access to finance for businesses.
Discussions focused on the Factoring Model Law, which provides innovative financing solutions by allowing enterprises to use receivables as collateral, and the UNCITRAL/UNIDROIT Model Law on Warehouse Receipts, a tool that can transform agricultural financing by enabling farmers and traders to access credit using stored commodities.
Both instruments are particularly relevant to Uganda’s efforts to support small and medium-sized enterprises (SMEs), which remain the backbone of the economy.
Ms. Kainobwisho highlighted the bureau’s commitment to modernizing its legal and financial frameworks to foster investment and economic growth. She emphasized that aligning with international best practices would strengthen Uganda’s competitiveness, expand financial inclusion, and provide SMEs with sustainable tools for expansion.
Professor Veneziano welcomed Uganda’s active engagement and reiterated UNIDROIT’s readiness to support the country in implementing these reforms.
This bilateral meeting marked a significant step toward enhancing Uganda’s commercial legal infrastructure and highlighted the country’s leadership role in promoting progressive legal reforms within the region.
