Job Purpose

To provide technical leadership in the management of registration services in accordance with statutory requirements, policies, guidelines and standards.

Key Duties & Responsibilities

    • Developing, reviewing and implementing strategies, standards and guidelines for registration of documents and licensing.
    • Providing technical support and advice; and mentoring subordinate staff on registration of documents and licensing.
    • Designing and controlling internal operation systems, workflow process and procedures for the registration of documents and licensing.
    • Advising management and government on relevant policy and legislative issues related to the mandate of the URSB.
    • Managing the assessment and collection of non-tax revenue accruing from registrations and licensing.
    • Overseeing the effective management of all estates under the control of the office of the Official Receiver.
    • Managing the registration, monitoring and regulation of stakeholders/ Practioners in the URSB space in compliance with the legal and policy frameworks.
    • Liaising with partners such professional bodies, police, judiciary for compliance with legislation.
    • Conducting hearings of appeals and handing down of written decisions.
    • Managing the performance of subordinate staff.

Person Specifications

Academic Qualifications

EITHER

    • An Honours degree in Law from a recognized University or institution.
    • A postgraduate diploma in legal practice from the Law Development Centre or any accredited institution.
    • A Master’s degree in Law from a recognized University or institution.
    • Certification from Institute of Chartered Secretaries and Administrators (ICSA) is an added advantage.

OR

    • An Honours degree in either Social Sciences, Social Work and Social Administration or Business Administration (Management Option) from a recognized University or institution.
    • A Master’s degree in Management from a recognized University or institution.

Work Experience

    • At least nine (9) years working experience three (3) of which should have been served at Principal or Supervisory level in Registration Services or equivalent level of experience from a reputable public or private institution.
