Job Summary

The Assistant Commissioner Business Process Reengineering is a senior leadership role responsible for optimizing and standardizing business processes across the organization. The role drives operational excellence by analyzing workflows, implementing process improvements, and leveraging technology to enhance efficiency, reduce costs, and improve service delivery. This position requires close collaboration with executive leadership, department heads, and cross-functional teams to align process improvements with strategic goals.

Key Duties & Responsibilities

  1. Business Process Strategy & Governance
    • Develop and oversee an enterprise-wide Business Process Management (BPM) framework aligned with organizational objectives.
    • Establish governance structures to monitor, evaluate, and improve business processes.
    • Define and track key performance indicators (KPIs) for process efficiency and effectiveness.
  1. Process Optimization & Transformation
    • Lead process discovery, mapping, and analysis to identify inefficiencies and improvement opportunities.
    • Design and implement process automation solutions to enhance productivity.
  1. Technology Leadership & Innovation
    • Guide the design and implementation of scalable, secure, and integrated IT systems.
    • Evaluate emerging technologies (e.g., cloud computing, AI, IoT, blockchain) and recommend adoption strategies.
    • Drive digital transformation initiatives to modernize legacy systems and improve operational efficiency.
  1. Stakeholder Engagement & Change Management
    • Collaborate with senior leadership and department heads to prioritize process improvement initiatives.
    • Facilitate workshops and training sessions to promote BPM best practices.
    • Coordinate with other government agencies to promote information exchange through automated integrations.
    • Manage change resistance by communicating benefits and ensuring smooth adoption of new processes.
  1. Performance Measurement & Continuous Improvement
    • Monitor process performance using data analytics and benchmarking.
    • Apply Lean, Six Sigma, or Agile methodologies to drive continuous improvement.
    • Ensure compliance with industry standards and regulatory requirements.
  1. Team Leadership & Development
    • Lead a team of Business Process Analysts, Software Developers, and BPM specialists.
    • Foster a culture of innovation, efficiency, and accountability.
    • Mentor staff on process improvement techniques and tools.

Qualifications & Experience:

Education:

    • Bachelor’s degree in computer science, Information Technology, Information Systems, Software Engineering, Business Process Management, Business Administration, Education, or a related field from a recognized institution.
    • Master’s degree in Business Process Management or a related field such as Operations Management, Information Systems, information technology or Industrial Engineering.

Certifications (any of the following):

    • Lean Six Sigma (Black Belt or Master Black Belt)
    • Information Technology Infrastructure Library(ITIL) Practitioner 
    • Certified Business Process Professional (CBPP)
    • Project Management Professional (PMP)
    • Projects IN Controlled Environments, Version 2 ( PRINCE2) Practitioner
    • Other relevant internationally recognized process improvement certifications

Experience

    • Minimum of 10 years in operations, IT management, process reengineering, or business transformation, with at least 6 years in leadership roles.
    • Proven track record in process reengineering, automation, and digital transformation.
    • Experience in government or large-scale enterprises is an added advantage.

Skills & Competencies

    • Proficiency in process modeling tools (e.g., Visio, ARIS, Signavio)
    • Strong data analysis and visualization skills (e.g., Power BI, Tableau, Excel)
    • Knowledge of ERP, CRM, and workflow automation platforms
    • Excellent communication, negotiation, and stakeholder management skills
    • Strategic thinking, problem-solving, and decision-making capabilities
