On 13th March 2025, diplomats, government officials, and business leaders convened at Uganda Business Facilitation Centre to champion reforms, strengthen global partnerships, and promote Uganda as a top investment destination.
On 12th March 2025, at the Uganda Business Facilitation Center in Kololo, the Registrar General and the Presidential Adviser on Creatives discussed boosting creative sector monetization through improved stakeholder coordination and URSB reforms ahead of World Intellectual Property Day.

Accounting Officers urged to align agency performance with national priorities
Government agencies have been encouraged to strengthen results-driven leadership and align their work more closely with national development priorities following a productive 5th Heads of Government Agencies (HOGA) meeting held on 28 January 2026 at Uganda Communications Commission House in Bugolobi.
Chaired by the Deputy Head of Public Service in charge of Performance and Service Delivery at the Office of the Prime Minister, Ms Jane K. Mwesiga, the meeting was attended by chief executive officers and accounting officers to review institutional performance, exchange best practices, and strengthen collective accountability across government.
Ms Mwesiga urged heads of agencies to draw guidance from the President’s recent victory thanksgiving address, emphasising that the seventh term calls for innovation, responsiveness, and a clear shift from “business as usual.”

Contributing to the discussions, the Deputy Registrar General, Mr Alex Anganya, who represented the Registrar General, presented updates from the Justice, Law and Order Sector (JLOS) cluster. He outlined ongoing efforts to strengthen systems, including capacity building on the monitoring and evaluation (M&E) framework, progress in strategic planning, and measures to address resource constraints within newly established departments at the Uganda Registration Services Bureau (URSB).
Mr Anganya reported positive milestones at URSB, noting that the Bureau’s Service Delivery Standards are at the validation stage, while implementation of the Human Capital Management (HCM) system is planned for the 2026/27 financial year. He added that URSB’s commitment to quality service delivery was recently affirmed through the attainment of a quality management certification in December 2025.

Commending these efforts, Ms Mwesiga applauded URSB for its consistency and service excellence, and announced that the HOGA Secretariat would roll out additional training on the web-based M&E system to further support agency performance across government.
