On 13th March 2025, diplomats, government officials, and business leaders convened at Uganda Business Facilitation Centre to champion reforms, strengthen global partnerships, and promote Uganda as a top investment destination.
On 12th March 2025, at the Uganda Business Facilitation Center in Kololo, the Registrar General and the Presidential Adviser on Creatives discussed boosting creative sector monetization through improved stakeholder coordination and URSB reforms ahead of World Intellectual Property Day.

URSB Advances Non-Individual Register Regulations
Last week, the Uganda Registration Services Bureau (URSB) convened a two-day technical engagement at the Fairway Hotel to review and refine draft regulations aimed at operationalising the Non- Individual Register (NIR).
The day-long sessions brought together URSB senior management, technical officers, alongside the procured consultants led Ms. Rachel Nsiyona, together with Mr. Kenneth Rutaremwa, and Ms. Rose Tewa, who presented the draft regulatory framework. Discussions focused on strengthening legal clarity, implementation mechanisms, compliance obligations, and alignment with national operationalisation standards.

Opening the engagement, Commissioner Legal Services, Mr. Mustapher Ntale, emphasised the importance of establishing a solid regulatory foundation. “We must ensure that the regulations guiding the Non[1]Individual Register are clear, enforceable, and capable of inspiring public confidence. A well-crafted framework will determine the effectiveness and credibility of this register,” he noted.

URSB BOARD REPRESENTED
URSB Board Member, Mr. Alex Byaruhanga, joined the discussions and made significant expert contributions, offering strategic direction on better regulation drafting, accountability, and regulatory best practice to guide the finalisation of the instrument. The engagement concluded with remarks from Mr. Walid Kule, Coordinator Non-Individual Register, who reaffirmed URSB’s commitment to delivering a transparent, efficient, and nationally responsive register that strengthens regulatory oversight and supports Uganda’s national entity registration and socio-development agenda.
