URSB Benchmarks Digital Regulation Systems at National Lotteries and Gaming Regulatory Board
The Uganda Registration Services Bureau (URSB) continues to advance its digital transformation agenda after a productive benchmarking visit to the National Lotteries and Gaming Regulatory Board (NLGRB), aimed at strengthening automation and service delivery.
The NLGRB Chief Executive Officer, Mr. Denis Mudene, together with the Board’s Senior Management team, hosted a URSB delegation seeking to gain practical insights into the Board’s technology-driven regulatory systems.
Central to the engagement was the National Central Electronic Monitoring System (NCEMS), which plays a key role in monitoring gaming operations and supporting effective regulation.

The URSB team, led by Ms. Miriam Nabatanzi, Commissioner for Copyright and Neighbouring Rights, also engaged extensively on the Board’s Electronic Licensing System and other digital platforms used to oversee the gaming industry. The engagement highlighted how automation enhances compliance, improves data accuracy, and promotes transparency in regulatory processes.
The URSB team welcomed the shared experiences and technical knowledge, noting that the lessons learned will directly inform ongoing efforts to enhance internal systems. In particular, the insights are expected to support improvements in Copyright Registration and related processes through increased automation and efficiency.
By benchmarking against successful regulatory systems, URSB aims to strengthen its digital capabilities and deliver faster, more reliable services to the public and stakeholders.
