URSB, UPRS Forge Stronger Partnership to Boost Royalty Collection and Governance

The Uganda Registration Services Bureau (URSB), through its Department of Copyright and Neighbouring Rights, held a high-level meeting with the Uganda Performing Right Society (UPRS) Board to strengthen governance, improve royalty collection, and enhance collaboration in the creative sector.

The engagement, held on October 16, 2025, at the Uganda Business Facilitation Centre in Kololo, focused on reviewing UPRS’s performance through monthly reports, oversight findings, and an Independent Directors’ Report.

URSB leadership underscored the importance of sound corporate governance, transparency, and accountability as cornerstones for effective operations of Collective Management Organisations (CMOs). The Bureau urged UPRS to prioritise the timely remittance of funds to the royalties account and to maintain prudent operational expenditure to maximise pay-outs to creators.

In response, the UPRS Board requested URSB to fast-track the certification of Copyright Inspectors, a move expected to strengthen enforcement and improve royalty collection from music users nationwide.

Both institutions also agreed to roll out joint nationwide sensitization campaigns to raise public awareness on copyright compliance and the legal obligation to pay royalties. UPRS will submit detailed proposals to URSB highlighting key areas requiring strategic support to boost efficiency and transparency.

The meeting concluded with a shared commitment to build a stronger, more transparent copyright management system, one that ensures Ugandan artists receive fair compensation for their creative work and contributes to a thriving creative economy.
