Government Moves to Operationalise Shs 28 Billion Creative Fund for Musicians
The Government of Uganda has taken a major step towards empowering the creative industry with the rollout of the Creative Uganda Revolving Fund (CURF), a Shs 28 billion initiative aimed at boosting financial access for artists and creative enterprises.
This was revealed during a strategy meeting held on October 16, 2025, at Esella Hotel, organised by the Ministry of Gender, Labour, and Social Development to discuss the operationalisation of the musicians’ SACCO Fund.
In her opening remarks, the Minister of Gender, Hon. Peace Regis Mutuuzo, commended musicians for their progress and reaffirmed the government’s commitment to professionalising the creative sector. She urged artists to uphold discipline and accountability in managing the fund.
According to the ministry, the Shs 28 billion fund will support various creative sectors: Shs 5 billion for musicians, Shs 5 billion for copyright support, and Shs 18 billion for other creative SACCOs. Funds will be disbursed quarterly through 19 regional SACCOs, which will lend to individual creatives at a 5% interest rate.
Importantly, copyrights and royalties can be used as collateral, underscoring the role of the Uganda Registration Services Bureau (URSB) in intellectual property registration and validation.
The ministry announced that documentation and verification of SACCOs are underway before the first disbursements. The initiative will later extend to other creative fields, including film, art, publishing, and performance, ensuring broad sectoral growth across Uganda’s creative economy.
