When Citizens Register, They Exercise Their Right to Justice and Economic Participation” – PS Kasande

The Permanent Secretary of the Ministry of Justice and Constitutional Affairs (MOJCA), Mr. Robert Kasande, has hailed the launch of the Uganda Registration Services Bureau’s (URSB) Strategic Plan IV (2025/26–2029/30) as a major step in advancing justice, economic empowerment, and national development.

“When citizens register a business, protect their intellectual property, or secure credit with their assets, they are not just completing a transaction; they are exercising their right to justice and economic participation. That is why URSB’s new Strategic Plan IV is more than an institutional milestone; it is a justice sector victory for Uganda’s development agenda,” Mr. Kasande said.

He commended URSB for aligning its work with MOJCA’s broader mission of strengthening the rule of law, expanding access to justice, and promoting inclusive development. He also praised the Bureau’s achievements in legal reforms, noting that 90% of targeted reforms were completed under the last plan, including amendments to the Companies Act and Insolvency Act.

“These reforms do more than modernise laws; they foster transparency, safeguard creditors and investors, and reinforce Uganda’s position as a credible business destination,” Mr. Kasande remarked.

Looking ahead, he emphasised that the success of Strategic Plan IV will rely on collaboration. “URSB must work with government, development partners, and the private sector to mobilise resources. MOJCA stands ready to provide policy guidance and advocacy to ensure that URSB realises its ambitions,” he added.
