URSB Enhances Stakeholder Capacity on Movable Property Registry in Mbarara

The Uganda Registration Services Bureau (URSB) last week, on 23rd July 2025, conducted a targeted training session in Mbarara City to build stakeholder capacity on the use of the Security Interest in Movable Property Registry System (SIMPO).

The training, held at Oxford Inn Hotel, aimed to provide participants with a practical understanding of registering security interests in movable property, an increasingly vital mechanism for secured lending in Uganda.

The training was attended by representatives from financial institutions, microfinance providers, money lenders, and legal practitioners. Participants were guided through the registration processes, legal provisions, and operational procedures involved in utilizing the SIMPO system.

This initiative is part of URSB’s ongoing efforts to strengthen Uganda’s secured transactions framework and improve access to credit, especially for businesses and individuals without traditional forms of collateral such as land or buildings.

By allowing movable assets to be used as collateral, SIMPO is unlocking new financing opportunities for the private sector, particularly Micro, Small, and Medium Enterprises (MSMEs).

URSB also highlighted the recent integration of SIMPO with the Motor Vehicle Registry (MVR), a move designed to streamline registration processes and encourage greater use of the platform by lenders.

The training aligns with the Government of Uganda’s broader goal of creating a more inclusive, transparent, and supportive business environment under Vision 2040.
