URSB Strategic Plan IV Aligned with NDP IV to Boost Private Sector Growth and Innovation

Uganda Registration Services Bureau has finalized its draft fourth Strategic Plan (FY2025/26–FY2029/30), fully aligning with the recently launched National Development Plan IV (NDP IV) unveiled by President Yoweri Museveni last month to accelerate Uganda’s socio-economic transformation.

URSB’s Strategic Plan IV reinforces the Bureau’s central role in supporting national development through business formalization, innovation, and effective service delivery. The alignment with NDP IV priorities ensures that URSB remains a key enabler of private sector growth, economic inclusion, and institutional efficiency.

In line with NDP IV’s Private Sector Development and Governance objectives, URSB commits to improving the accessibility and quality of registration services, critical for business growth and economic formalization.

Under the Human Capital Development programme, URSB aims to strengthen public communication and awareness, helping citizens better understand and utilize the bureau’s services.

The plan also supports the Governance and Security agenda by enhancing the legal and institutional framework and expanding ICT infrastructure for efficient, digitized service delivery. Talent development is also prioritized to ensure a productive and future-ready workforce.

Supporting innovation and industrialization, URSB will promote competitiveness, intellectual property protection, and creativity in the public and private sectors, essential drivers of value addition and export readiness.

As Uganda pushes toward achieving Vision 2040, URSB’s Strategic Plan IV positions the institution as a key player in realizing inclusive, resilient, and innovation-led national development.
