Legal Services Department’s Retreat Charts a Path for a Strategic Legal Function

The Legal Services Department at URSB has set its sights on delivering smarter, faster, and more impactful legal support, following a transformative retreat held at Admas Hotel, Entebbe, last week.

The retreat was attended by staff in the legal services department and peers from other departments to assess the past year’s performance and make strategic plans for the future. The Retreat marked the Department’s strategic journey, emphasizing alignment with the Department’s core mandate in court representation, legal advisory, and legal reform.

Key achievements from the 2024/2025 financial year were showcased, including 17 court judgments (10 in favor of URSB, 6 settled amicably, and 1 against the Bureau). The Department advised on 136 procurement and 169 employment contracts, as well as rendering over 40 legal opinions. These milestones demonstrate the department’s growing influence and impact.

Capacity-building was a major output, with training in AI, leadership, and law revision, impacting nearly 190 staff. Structural advancements during the Financial Year included the launch of a Case Digest and a Case Management System to enhance efficiency and institutional memory.

The department continues to support the enactment of critical legislation such as the Copyright and Neighbouring Rights Amendment Bill and the National Traditional Knowledge Protection Bill.

The retreat concluded with strategy formulation sessions, wherein new priorities, measurable success indicators, and a roadmap for FY 2025/2026 were outlined, positioning the Legal Services Department as a strategic enabler of URSB’s mandate.
