Justice Chibita calls ADR a game changer as URSB Debuts Case Digest
Uganda’s legal system must embrace faster, more practical solutions to disputes if it is to meet the needs of a growing business environment, Hon. Justice Mike J. Chibita said last week as he launched the inaugural Uganda Registration Services Bureau (URSB) Case Digest.
His remarks highlighted Alternative Dispute Resolution (ADR) as a key driver of legal reform, urging broader adoption to ease court backlogs and improve access to justice.
Speaking at the event at Uganda Business Facilitation Centre (UBFC), Justice Chibita described the Digest as a timely and strategic tool that captures essential rulings and legal principles from both court decisions and URSB’s quasi-judicial processes. He emphasized its role in supporting a more transparent, predictable, and business-friendly legal environment.
“Uganda’s legal system is undergoing significant reforms, from the digitization of court processes to the growing adoption of Alternative Dispute Resolution (ADR) mechanisms, all aimed at enhancing efficiency, accessibility, and justice delivery,” he said.
Justice Chibita noted that traditional litigation remains costly and slow for many, particularly small and medium enterprises (SMEs), startups, and creditors.
“This digest arrives at an opportune time and will positively affect the business community by fostering predictability, consistency, and confidence in our legal frameworks,” he added.
He also highlighted the digest’s value beyond the private sector, noting its contribution to legal education and judicial training. For students and academics, it bridges the gap between theory and practice; for judges and policymakers, it offers a benchmark for consistency.
