URSB Advances Legal Reform at UNIDROIT Law & Development Programme in Rome
The Uganda Registration Services Bureau (URSB) is stepping onto the global legal stage, participating in a high-level international training aimed at reshaping access to credit and commercial law across Africa.
Represented by Ms. Yvonne Atwiine Mwesige, Senior Registration Officer, URSB, joined the 2025 International Programme for Law and Development (IPLD) hosted by the International Institute for the Unification of Private Law (UNIDROIT) in Rome, Italy, last week.

This year’s Africa-focused cohort brought together 30 legal professionals from 16 African countries to explore unified legal frameworks supporting finance, agriculture, and commerce.
At the core of the discussions were modern instruments such as secured transactions, financial leasing, and the use of warehouse receipts as collateral, critical tools in unlocking credit for underserved sectors, particularly agriculture.
Uganda’s recent accession to the Cape Town Convention and the MAC Protocol, which enable cross-border financing of mobile agricultural and construction equipment, was spotlighted as a transformative legal milestone.
The programme also delves into the UNIDROIT/UNCITRAL Model Law on Warehouse Receipts, a legal reform that Uganda is closely examining. This model law provides clarity on issuing and using warehouse receipts to access credit, potentially revolutionising smallholder financing by reducing post-harvest losses and improving storage systems.
The Bureau’s participation is directly aligned with its mandate to modernise business and property registration systems and strengthen the legal infrastructure supporting Uganda’s private sector.
