URSB officially hands over marriage registration function to NIRA
On Thursday, 24th April 2025, the Uganda Registration Services Bureau (URSB) officially handed over its marriage registration function to the National Identification and Registration Authority (NIRA).
This handover ceremony, held at the UBFC Level 2 Auditorium, signifies a pivotal shift in the management of civil registration services in Uganda, following the preparatory transfer initiated in October 2024.
The event was attended by senior management from both URSB and NIRA, alongside delegates from the Ministry of Public Service. Notable speeches were delivered by key figures, including the Registrar General, Ms. Mercy K. Kainobwisho; NIRA Executive Director, Ms. Rosemary Kisembo; and Permanent Secretaries from the Ministry of Public Service and Ministry of Justice and Constitutional Affairs. Their insights underscored the importance of this transition for enhancing service delivery.
This handover aligns with the government’s ongoing efforts to streamline operations through the Rationalisation of Government Agencies and Public Expenditure (RAPEX) program. By consolidating
civil registration services under a single authority, the government aims to improve coordination,
accessibility, and record management.
