




URSB PRESENTS BUDGET FRAMEWORK TO PARLIAMENT, LISTS PRIORITIES FOR FY25/26
The Uganda Registration Services Bureau (URSB) presented its Budget Framework Paper (BFP) for the Financial Year 2025/2026 to the Legal and Parliamentary Affairs Committee of Parliament on Tuesday, January 14th, 2025, in accordance with the Public Finance Management Act.
While delivering the paper, Mr. Fred Kagimu, who represented the Chairman of the URSB Board of Directors, highlighted URSB’s fiscal performance indicating that Ugx 37.27Bn in non-tax revenue (NTR) had been collected between July and December 2024, representing 44.12% of the annual target.
Mr. Mustapher Ntale, the acting Registrar General, presented URSB’s priorities for FY 25/26, which included sensitising the public to embrace formalisation, implementing staff skills enhancement interventions, and strengthening the Insolvency and corporate rescue frameworks, among others. He also reiterated URSB’s commitment to driving Uganda’s formalisation agenda while growing non-tax revenue collections.
Hon. Baka Stephen Mugabi, MP for Bukholi West and Chairperson of the committee, commended URSB for its performance for the half-year reported. He appreciated Management for the vision of prioritising public awareness and sensitisation noting that there was an urgent need to dedicate resources towards influencing the public to embrace formalisation of their businesses.
A budget framework paper is a document that outlines the government’s budget strategy and priorities for a given financial year. It also connects the government’s overall policies to the annual budget.
