Mr. Magera is the Manager Procurement at Uganda Registration Services Bureau. He joined URSB in 2015. He is a highly motivated and result oriented leader with 20 years public sector experience in several leadership roles with a deep understanding of public sector governance. He has 15 years of practical and valuable experience as a member of the top management team in the public sector and in leading and managing teams in the delivery of a full range of activities. Paul is passionate about drafting strategy and putting in place robust systems and processes that lead to the organization attaining its overall objective. He is zealous about forming and leading savings and credit schemes that help to enhance the wellbeing of staff.

Previously in 2000, Paul worked as a Monitoring Assistant and headed a team of 10 Monitoring Assistants in the Planning and Quality Assurance Department of the Ministry of Water, Lands and Environment charged with the responsibility of monitoring the progress and value of the decentralized Poverty Action Fund (PAF) and other water, lands and environment activities that were district based for improved end-user satisfaction. In 2003 he worked with the Land Tenure Reform Program as an Administrative Assistant charged with the responsibility ofcompiling district land tribunal budgets and monitor expenditure and accountabilities prepared by the Tribunals. He was responsible for planning and preparing the procurement requirements of the program. 

In 2004 he headed the Procurement and Disposal Unit at the Uganda Law Reform Commission where he was responsible for managing all procurement and disposal activities of the commission, coordinating the procurement and disposal activities of all the departments and ensuring that all procurements are conducted in line with the Public Procurement and Disposal of Assets Act and Regulations and respective internationally/donor funded procurement regulations.

Paul holds a Master’s in Business Administration (MBA) from the Eastern and Southern African Management Institute (ESAMI), a Post Graduate Diploma in Procurement and Supply Chain Management from Uganda Management Institute (UMI), a Diploma in Purchasing and Supply of the Chartered Institute of Purchasing and Supply, a Bachelor of Business Administration (BBA – Accounting), Nkumba University and is a Certified Procurement Practitioner with the Institute of Procurement Professionals of Uganda.
