UGANDA REGISTRATION SERVICES BUREAU (URSB) AND THE MINISTRY OF PUBLIC SERVICE THROUGH THE CIVIL SERVICE COLLEGE PARTNER TO ENABLE PROFESSIONAL DEVELOPMENT AND SKILLS DEVELOPMENT OF URSB STAFF December 02, 2016 Uganda Registration Services Bureau (URSB) is a body corporate established by the URSB Act Cap 210 and is responsible for Business, Intellectual Property, and Civil Registrations and handles all Insolvency Matters with the Registrar General being the Official Receiver. Civil Service College Uganda (CSCU) was established in July 2010 under the Ministry of Public Service (MoPs) to provide in-service training and re-orientation of public officers, support policy research and provide advice to help move reforms forward, and promote innovations for enhanced service delivery; The Government of Uganda, through the MoPS, is supporting the transformation of the Public Service to make it affordable, efficient and accountable in the use of public resources and service delivery. The parties shall cooperate in the development and delivery of capacity development         programmes for senior and middle level managers of URSB and other Ministries, Departments and Agencies (MDAs) and Local Governments (LGs), and in execution of Consultancy and Research Assignments. The parties are desirous of entering into a collaboration, whereby URSB will work in partnership with MoPS through CSCU to further the mandate of both parties. This MoU seeks to define a working relationship between MoPS through the CSCU, and URSB in capacity development. The Registrar General Mr.Bemanya Twebaze during the signing ceremony emphasized that “the MoU would go a long way in promoting skills development, improved service delivery and innovation such that this country realizes its great potential as a top investment destination” He further stated that “public service institutions must focus on reducing process time, improved quality of work and efficient utilization of resources”.
