Mr. Mutabwire is Director, Local Government Administration a position he has held from November 2010 till date. Some of the achievements he made in this position are, he spearheaded the review and refinement of the Decentralization Policy in consonance with the demands of the Sector Wide Approach to development.
This led to a number of policy reforms in the Local Government Sector in Uganda. Prior to that, he was Commissioner Local Councils Development from 2000 – 2010. During this period he was responsible for the formulation of major pieces of legislation that impact directly on local governance and decentralization. These included the amendments to the Local Government Act Cap 243, The Local Council Court Act 2007, The Kampala Capital City Authority Act 2010 and the Regional Governments Bill 2009 to mention but a few.Between 1999 – 2000 Mr. Mutabwire served as Assistant Commissioner Local Councils Development.
From 1996 – 1999 he was Deputy Chief Administrative Officer/Principal Assistant Secretary Ntungamo District. Previously he has also worked in the capacity of Returning Officer for Ntungamo Electoral District, Ag. Chief Administrative Officer of Ntungamo, Caretaker Resident District Commissioner of Ntungamo, Assistant Chief Administrative Officer/Senior Assistant Secretary in charge of Igara County in Bushenyi District, Assistant District Executive Secretary of Igara County, County Chief of Igara Bushenyi District, County Chief Rushenyi and also served as a temporary teacher in Kyeizoba Girls Secondary School.
Mr. Mutabwire holds an Executive Master’s Degree in Business Administration from ESAMI/Maastricht School of Management, a Masters in Social Sector Planning and Management from Makerere University, a Post Graduate Diploma in Public Administration from the Institute of Public Administration and a Bachelor’s Degree in Psychology and Social Administration from Makerere University. He has also undertaken several trainings which led to the awards of certificates in Fiscal Decentralization, Training of Trainers on Decentralization, Administrative Officers Law Course, Governance, Ethics and Anti-corruption from ESAMI among others.
Mr. Mutabwire is a member of Rotary Club of Kampala East (he is a past President). He was also a Treasurer of Rotary Club of Bushenyi, Secretary Rotary Club of Bushenyi, Vice Chairman Makerere University Psychological Association and Chairman Makerere College School Economics Association.
